MayorSubject: Recommendation to Ratify Emergency Award: Parking Access Revenue Control Systemrecommendation
It is recommended that the Board of County Commissioners (Board) waive formal bid procedures pursuant to Section 5.03(D) of the Home Rule Charter and Section 2-8.1 of the County Code by a two-thirds vote of the Board members present and ratify an emergency contract award, E9952-AV, Parking Access Revenue Control System, in the amount of $541,000 for the Miami-Dade Aviation Department (Department). The Department issued a Request for Proposals in April 2016 to secure a replacement Parking Access Revenue Control System (System) and proposals were received from three vendors. However, two vendors were deemed non-responsive. Due to the limited competition, the Department recommended rejecting all proposals, which was approved by the Board through Resolution No. R-831-17. A new solicitation was issued and award is anticipated by September 2018.
The System is used to manage and audit the payments of patrons at Miami International Airport, and provides the ability to control access and collect parking revenues. An emergency purchase order was issued on January 3, 2018 to Conduent Transport Solutions, Inc. (Conduent) to replace end-of-life lane computers, server components, operating systems, and associated hardware to support the current System. The Department determined that an emergency purchase was required due to the risks associated with a System failure, which would adversely impact the airport’s parking operations. These risks included the compromise of various System components, many of which provide critical operational and security functions. These functions include the System’s integration with the Airport’s Security Badge System, Sunpass, License Plate Recognition, credit card processing, and the Florida Department of Law Enforcement’s Auto Theft System. The Department also determined that System performance and related customer service levels were increasingly compromised, most notable by extreme wait times at exit during peak hours of operation.
The Aviation Department determined that the use of an alternative procurement process was not feasible due to the urgency of the need and the proprietary nature of the existing System. These emergency upgrades are anticipated to keep the existing System operational until a new system is selected and implemented. Accordingly, it is recommended that the Board ratify this emergency purchase of necessary equipment and upgrades to the System.
Scope
The scope of this item is countywide in nature. However, Miami International Airport is located primarily within District 6, which is represented by Commissioner Rebeca Sosa.
Fiscal Impact/Funding Source
The fiscal impact for this emergency purchase is $541,000.
